Once fondly called as Babus' Babu (Friend of Bureaucracy), Andhra Pradesh Chief Minister Chandrababu Naidu now turned foe for many of them due to his tussle with Election Commission in the backdrop of Model Code of Conduct. The problem started when EC shunted out three IPS officers who were considered as close to Babu and also replaced Chief Secretary of the State a few days before the polling date.
The way CM Naidu reacted to the appointment of LV Subramanyam as CS, attracted the ire of several retired bureaucrats. Former CS of AP and who worked under Babu, IYR Krishna Rao said that Chandrababu Naidu does not seem to have reconciled to the appointment of CS by the ECI. The problem was that EC did not consult Babu before the appointment.
While EC cites the model code of conduct, Babu never heeded to it as he took that as a fight between him and Prime Minister Narendra Modi.
Krishna Rao too was a beneficiary of CM Naidu's largesse as he got the Chairmanship of the AP Brahmin Corporation with cabinet rank. However, he was shunted out of the post due to the alleged relations with YSRCP leaders and its chief YS Jaganmohan Reddy.
However, Krishna Rao was not the first one to get rehabilitation after retirement. Former CBI director K Vijayarama Rao was a Minister in CM Naidu's cabinet during 1999-2004.
Though not an AIS officer, Police Officer Varla Ramaiah took voluntary retirement to join Telugu Desam Party and now is Chairman of APSRTC.
In the backdrop of his government's compulsion to move to Amaravati from Hyderabad, Babu tried to keep Bureaucracy in good humour and they received spacious house sites with 500 sq. yards each in the prime location of the capital region.
His dressing style too was close to Babus, which is in contrast to that of NTR and YSR, who in their Dhotis were identified as the men of the masses. in contrast, Naidu has been identified as a chum of Babus. He is also different in style of functioning as he would rely more on officials than politicians. While YSR has an intraparty group that prevailed over Babus, NTR had his own group to talk before he talks to Babus.
However, at the fag end of his current tenure, CM Naidu made his relations bitter with Bureaucracy. He was forced to suspend reviews and is trying to conduct a review meeting as well as a cabinet meeting that kept Babus on toes, which they don't like when they are reporting to ECI.
The situation may continue till this month as the election process is due to complete on the 25th of May.
