Andhra Pradesh Finance Minister Yanamala Ramakrishnudu on Wednesday questioned Chief Secretary of Andhra Pradesh about his review on arrangements for counting of the votes on 23rd May.
He termed the authority is of CEO of Andhra Pradesh and wondered why CS is meddling in it. He further questioned the way CS conducted review meet and CEO ordered officials to attend for it.
Yanamala's main contention is that CS questioned the release of funds for various schemes. He termed the orders of CEO to the Review meeting of CS as a mockery.
Explaining about the payments to be done, Yanamala said that the schemes; Pasupu Kunkuma, pensions, financial help to farmers were approved by the cabinet. The government even allotted the funds for these schemes in Vote on Account. He rued that CS is not releasing funds for these schemes that have allotted funds in the budget. He explained that the release of funds to these schemes doesn't come under the implementation of Model Code of Conduct. He told the reporters that he saw some news in the media that CS reviewed these payments. He made clear that CS has no role with the election process. It is prerogative of CEO, he asserted and quoted section 13 of Representation of People's act, 1950. When MCC comes into effect all collectors turn into returning officers and other officials will be under deputation for CEO. He said that the government will release 4th and 5th phases of funds for farmers either by the end of this month or in the first week of May.
He pointed out that the MCC did not apply when the central government decided to give salaries before Easter Sunday, but the code is throwing spanners for Review meetings of CM Chandrababu Naidu in the State.
He demanded CS tell at whose orders he conducted the review meeting. He suspected that CS reviewed as per the suggestions of ECI, which is working for whims and fancies of BJP government. He opined that people are suspecting that CS is working as per the suggestions of EC and CEO and he should give clarity on the issue to remove the doubts.
