With Andhra Pradesh Chief Minister N Chandrababu Naidu adamant on conducting cabinet meet even in the presence of Model Code of Conduct, the proposed meet was postponed to 14th. Earlier, CMO sent a note to CS asking preparations for cabinet meet on 10th.
However, Chief Secretary LV Subramanyam met with Principal Secretary to CM, G Sai Prasad and Press/political secretary Srikanth on 7th May, to discuss at length about the cabinet meeting. He pointed out that EC needs the information of cabinet meet 48 hours before the schedule of it. As there was no time to take the information required for the meet from the different departments, CMO decided to take up the meeting on the 14th of this month.
After the postponement of the cabinet meeting, CS is taking all steps to take information from the departments and sent directions to that effect. After getting the information from the departments, the screening committee presided by CS will meet and discuss on the agenda of the meet and the information from the departments. After the meeting, the details will be sent to the Election Commission. The cabinet can meet only if it gets permission from EC.
As far as the screening committee is concerned, it peruses the items in the agenda of the cabinet meet and decides whether they are according to MCC or not. it considers business rules and decides whether the agenda items need to go to the cabinet in the presence of election code of conduct. As per the MCC, only in case of emergencies like natural calamities, law and order problems that may lead to extraordinary conditions in the State, the cabinet can meet and review with CS and other officials.
Hence, the screening committee sends the details of the agenda of a cabinet meeting to the EC through CEO GK Dwivedi. Hence, IAS officials on the condition of anonymity say that the happening of the cabinet meet depends on the permission from EC.
